Les habitants constatent avec amertume que « les forêts sont mieux protégées que les humains ». Recours déposé au Tribunal administratif.

Les antennes de la colère

Mécontents de constater qu'une antenne de téléphonie mobile a été posée sur le territoire communal, des habitants du Sentier ont déposé un recours auprès du Tribunal administratif.

La pose des antennes par les opérateurs est une source de mécontentement et souvent de désillusions. Les habitants des quartiers de la Haute-Route, Jolimont, Tranchée, Cytises et Mélèzes au Sentier en font actuellement l'expérience.

Leurs soucis ont commencé lorsqu'ils ont pris connaissance dans la Feuille d'Avis de la Vallée de Joux d'une mise à l'enquête par TCDC Suisse SA-Sunrise pour la pose d'équipements techniques de téléphonie mobile à la Haute-Route, au Sentier.

Pour différentes raisons, propriétaires et locataires ont jugé inopportun le lieu choisi pour placer ces antennes.

Parmi les principaux points cités dans l'opposition présentée à la Municipalité figurent non seulement le problème récurrent concernant la santé et la dévaluation des bâtiments concernés mais également un article du règlement de police concernant l'aménagement du territoire. Dans ce dernier, il est stipulé que la Municipalité doit veiller à ce que les constructions présentent un aspect architectural satisfaisant qui s'intègre à l'environnement. Pour les opposants, cela n'est pas le cas, ce d'autant plus que l'antenne de 21 mètres de hauteur est située sur le réservoir.

Après des entrevues, des discussions et les avis positifs des Services de l'environnement et de l'énergie, de celui des forêts, de la faune et de la nature, la Municipalité du Chenit a décidé de lever les oppositions et délivrer le permis de construire.

Devant cette situation, les opposants ont décidé de faire appel à un avocat et de déposer un recours auprès du Tribunal administratif. En plus des éléments précités, ils en apportent de nouveaux pour « défendre une cause qui ne vise pas à interdire mais à trouver un emplacement plus favorable pour y construire l'antenne en question ».

Au problème juridique posé par une interprétation subtile de la loi et des dérogations possibles (une distance d'au moins 10 mètres de la lisière de la forêt est à respecter) s'ajoute un élément important: l'implantation de l'antenne se situe dans une zone actuellement intermédiaire, voire même agricole. Cette zone est en fait forestière, alors qu'au dire des opposants, les autorités déclarent qu'elle se trouve exceptionnellement dans une zone hors « tout », un « no man's land ». Une importante parcelle jouxtant celle concernée par la pose d'une antenne serait fortement pénalisée au cas où le village du Sentier, propriétaire, se déciderait à vendre pour y construire plusieurs villas.

Oubli et incompréhension

L'indispensable préavis du Service de l'aménagement du territoire ne figure pas dans le dossier, à tout le moins pas dans le permis de construire délivré à Sunrise. A ces points s'ajoute un manque de volonté évident de l'opérateur dans la recherche d'une situation plus intéressante pour la pose de son antenne après avoir essuyé le refus d'une grande manufacture horlogère.

Par leur action, les signataires de l'opposition veulent « défendre leurs intérêts et ceux d'une population mise devant un inadmissible fait accompli ».

Wer sich mit der Strahlenproblematik befasst, weiss, dass gerade Kinder besonders gefährdet sind. Ihre Schädeldecke ist dünner, der Kopf kleiner, sodass die Strahlung tiefer ins Gehirn eindringt als beim Erwachsenen. Ausserdem zeigen Studien, dass schon nach kurzer Expositionszeit die Hirnströme nachhaltig verändert sind. Diese Veränderungen bilden sich aber nur langsam zurück. Werden unsere Jugendlichen zu noch mehr Handykonsum verführt, so ist dies vom medizinisch-ethischen Standpunkt aus höchst bedenklich.

Fix TETRA mast TV problems yourselves, Broughty folk told

Householders, whose television reception has been scrambled following the installation of a TETRA mast in Broughty Ferry, were today told to fix the problem them-selves, writes Steven Bell.
Some residents living near the mast in Queen Street discovered last month they were no longer able to watch terrestrial channels.
It is understood the TV troubles began as the controversial equipment — the subject of a planning wrangle and an 800-signature petition citing health concerns — became operational.

“The mast went up in mid-April, and since then I’ve had no reception of either the BBC or Grampian,” said one householder.

“One of my neighbours was in the same boat, so he called an aerial installer, who said the TETRA mast was the problem and that a filter would have to be fitted.

“I have since been told the same. It looks like I’m going to have to pay for a filter to be put in, and the estimate is £50.”

Communications watchdog OFCOM confirmed that, as the mast is operating within set guidelines, it will be up to viewers to foot the bill for remedial work.

A spokesman said, “It is very likely, from our point of view, that the TETRA mast is causing the problem here. This is going on in various limited locations across the UK.

“This affects people who have put in some sort of amplifier on their aerial installation.

“Unfortunately, the TETRA signal gets caught up in the amplifier and creates interference which affects the TV signal.

“It is very easy to resolve by fitting a filter, and it falls to the viewer to pay for that work. It is not particularly expensive — the typical cost of the filter is about £17, then there’s the work on top of that.”

The spokesman said OFCOM was often asked why it was the viewer who had to foot the bill rather than TETRA, even though they had no problems with their signal before a mast was installed.

He continued, “The easy answer to that is that TETRA is operating within the terms of the licence we gave them.

“Those terms include operating at certain frequencies and power levels, and other things, and if they are sticking to them, then both they and we see no reason why they should have to pay.

“We thought long and hard about this, but it is the viewer that will have to pay for the remedial work.”

The TV disruption is the latest controversy to surround the mast installation, which sits atop the Telephone Exchange building in Queen Street.

Planning permission for the permanent equipment was granted on appeal in February, following a refusal by councillors in Dundee.

Crown Castle (UK) Ltd sought permission for two Airwave mm02 antennae and one GPS antenna mounted on the rooftop of the exchange building, with ancillary equipment.

The masts are to meet the needs of the police and public safety organis-ations. Crown Castle said without the masts there would be a lack of coverage in most of central Broughty Ferry, and there were no other available sites for them.

Hundreds of people signed a petition opposing the development, many worried about the possible health risks of electro-magnetic emissions.

Crown Castle was asked to comment, but had not done so at the time of going to Press.

Wir danken ihm herzlich für diesen Einsatz, auch im Namen der Kinder, die durch die grassierende Handysucht besonders gefährdet sind. Mögen viele Eltern diese Meldung lesen und danach handeln!
